He hasn't been in THAT many issues, really.

He didn't come into it until it was almost 1990, which was a bit of a boom, and he wasn't really considered THAT appealing of a prospect. He did have an interesting character though.

Bruce Banner is one of the smartest, I'm not sure why it's being denied simply because he isn't smarter than empowered superbeings.

He's not on par with Doom or Richards, but he is definitely one of Earth's premier scientists. I'm not sure why this is being denied just because there are people who are smarter because their powers allow them to be. Banner, Richards, Doom; these are geniuses because they're that smart, not because they got powers. Richards' was enhanced, but still. Banner doesn't express it because he never really wants anything to do with science now, but there was a reason he was who he was before the gamma bomb accident.

The Leader was a scientist on a base, technical level (He had vast interest in it and dabbled in it under his brother's influence) but he wasn't necessarily brilliant. Certainly not smarter than Banner. Phil "Madman" Sterns was smarter than his brother, and he envied Banner's intellect. That's the sole reason he is the Madman, technically speaking.

So I'm not entirely sure what you're getting at, Dudemon. Tarleton was an average smart-guy before he became M.O.D.O.K., so yes, Banner is one of the smartest scientific minds in Marvel. It's not exactly a great accolade, Spider-Man is pretty smart, so is Stark. We're just saying you're...wrong. Cos you are.
