Cyclops doesn't have to be able to see Batman, his attack can cover the entire area.

If cyke can keep trhe bat at a distance, he takes it.Up close, cyke buys the farm. The bat would need to raise sigificant distraction to keep cyke off his game.(not an easy feat) IF he could nereve gas him and get in close , cyke is done.Other than that ,I give it ti Cyclops.

Cyke can hold his own for a bit up close...until Bats steps it up, Bats has to avoid those eyes at all cost then he will win. But on the other hand Cyke is really really good at using his blast...
