IIRC, he have seen Odin amp his strength and size, so if he can amp those and also has shown the ability to grant superspeed to others, what logical reason is there to assume he can't amp his own speed.
Heck, if all else failed he could just enchant a piece of his armor or one of his weapons to grant superspeed.

I was merely pointing out that Odin has shown the ability to amp his stats and has shown the ability to grant other people powers, he has also shown the ability to enchant weapons and equipment that bestowed people with superpowers.
