Exactly. Power scaling people. Power scaling.Matching Savage Hulk in strength for hours on end is more than enough proof of his Planetary level strength.
Also power scaling only works on a character's average.
So if 99% of the time Hulk is operating between 100-100,000 tons. Then power scaling is only relevant to these ranges. For example, if Thor is shown stalemating Hulk in strength then he is at most operating at 100,000 tons and not planetary level.
Also, Savage Hulk is shown usually stronger than Thor.

He has fought characters that WAS able to bust a planet with strength once in another comic.
Character's strength fluctuates from comic to comic and from writer to writer. So a character busting a planet with a punch in one comic doesn't mean when they hit someone in another comic that they are using a planet busting punch.

So NO Herald is planetary level? What about if a character if weakened but still displayed planetary power? What would you say about that? Example...a weakened Greenscar pulled planet Sakaar that was twice the size of Earth.
