Superman has been said by Impulse to move at 99% the SOL.(Trying to get scan and issue # yet)
Did you ever get issue #s on that comic where Superman said he could not go faster than light? And what about the one with Superman in a Vortex?

Barry never ran at the speed of light. When he finally reached the speed of light while chasing a tachyon, he connected to the Speed Force, and was pulled into it.
Barry often vibrated through matter while moving at mach speeds. Wally almost never travels at the speed of light, and he often vibrates through soild matter. Superman 'vibrating his molecules' does not signify faster than light speed.
Wally seems to exaggerate a lot, doesn't he? In one comic he implys that he and Superman are traveling at over 2000 miles per second. In another, the narration says that he and Superman are running at 2125 miles per hour.
Inconsistency, or exaggeration. You choose. I'm leaning towards the narration.

On some occasions. In a recent comic, I saw Superman catch a shotgun shell fired at close range from several miles away. On other occasions, he is "not fast enough." Perhaps his power level varies. Doesn't he lose power if he doesn't have enough stored sunlight, or something like that?
