Uh Elektra can enter Shiva's mind instilling illusions and making her dizzy to throw her off her game and/or distract her.

Not that it matters considering that Elektra's fast enough to speedblitze multiple high tier streeters and block automatic gunfire, much less move faster than the eye can see underwater. Shiva's fast enough to react to that? Prove it.
