More proof of Hal superspeed reflexes. Superman's heat vision is light speed. Hal reacts fast enough to me.
Notice how the shield construct doesnt break either.

Hal to go at light speed or anything remotely beyond needs all his will power (you prove that you self).

Hal can move beyond light (only when using extreme/ all his will power) that end the fight right there. (You have yet to show me Hal going beyond light speed other than traveling vast distance, because so far it seems he can't even control when himself when light speed. (Again shows in you scan; surfer was going in circles beyond light speed, which shows he can control his movement beyond light speed))
