When Kyle fires it at him in battle, it knocks him off the board as well, but that time Surfer couldnt absorb it. Why? Cause it was fired and not given.

Whether it was a battle or not, the energy was fired at Surfer. Kyle didn't hand it to him, he fired it at him.
Surfer was weak, he says so specifically. Otherwise, the wave would have little to no effect on him.
Green Lantern energy is "solid light." Surfer can absorb it. Just because he didn't doesn't mean he can't. He never uses his abilities to their full potential.

Whats to stop Hal from making a "Green Surfboard" of his own and trapping surfer? Why couldnt he will a barrier similar to Galactus around surfer and contain him?

NO. Thats sxactly what it means. If Surfer was weak, and can absorb GL's energy, he would have done so in battle to give himself a better chance of victory. Yet that feat, he could not do. Sorry CC.

Hall isn't nearly as fast as the Surfer. He has to will himself to exceed lightspeed. Surfer effortlessly travels at millions of times the speed of light. Hal can't react or think remotely as fast as Surfer.

Read the Marvel Encyclopedia. Surfer is a Level 7 in energy projection. Look in the back of the book. Level 7 means "virtually limitless command over all forms of energy." There you have it.
Wouldn't be much of a fight if Surfer absorbed all of Kyles attacks.

Thos charts mean nothing. In the speed category, the have Iceman listed as level 3. Level 3 means "Super human: Peak range: 700: mph.
