Cap doesn't have his shield, and he is not blocking Spider-Man's blows very long with his arms and legs. Spider-man is more than "slightly" faster. And he is capable of performing multiple actions while dodging Cap's attacks. It's not like they have to just stand there and fight each other. Cap can't keep up with Spidey while he's moving, dodging, and jumping around. Utilizing his environment to his advantage.

Wanna bet? Spidey has a SLIGHT edge in speed and a significant strength advantage but that's about it. Cap has better feats of skill and durability coupled with all around better combat showings against most of the foes they've shared AND against Spidey himself.

It doesn't HAVE to be purposeful.
Spider-Man, when he is angry. Is a very difficult opponent to defeat. And he has defeated Venom (who is superior to Spidey in every way) without any plot devices.

Venom could do far more damage to Spidey than Cap will ever do. And most of the time, Venom will have the upper hand. But when Spidey is no longer in a joking mood, he can take it to most opponents. Even with Cap's skills in fighting, Spidey still overcomes. And he has fought others who are on par (if not better) than Cap in terms of fighting skills, and did well against them. In His fight with Wolverine, Spidey clearly allowed Wolverine to gain the advantage. And if he didn't have the Adamantium, Wolverine would've been dead now.

They both may be able to dodge bullets. But they do it at a different level. Cap may have the perfect human body. But is no where near Spidey's. Spider-Man is not just a man with superpowers. He possesses the proportionate strength, speed, agility, and reflexes of a spider. Cap's reflexes are nowhere near Spider-Man's level. Spider-Man's level of his body control is amazing.

Venom throws a van at Spiderman with the driver still in it, Spidey leaps through the van while it's still in midair, grabs the driver and leaps out right before the van hits the wall.

Even when you compare their battle with Hulk, Cap isn't moving as fast as Spidey. Spider-Man is so fast that while battling the Hulk. it appears as if there are more than one Spider-Man fighting at the same time.

As I said before, Cap without his shield can not block Spidey's attacks for too long (or at all). He will hit Cap as the fight gos on, and it will break bones every time Spidey lands a single blow.

It really isn't going to take much for Spidey to end this battle. And without his shield, Cap is going to have an even harder time dealing with Spider-Man physical advantages. Not saying it will be easy for Spidey to hit Cap. But it won't be very hard neither, now that the shield is gone.
