That's not really proof. The Surfer simply stating he knows the LT has the power doesn't say much. The LT's power is so far beyond SS's comprehension that it's virtually impossible for him to know this for sure. Besides, the LT didn't say he agreed with SS's statement. He simply said he couldn't act unless all three of his faces agreed.

LT made a verdict on the gems, separately so they would not work together...i did not see a active IG user trying to stop him?
and LT took off the edict for the infinity war....i think doctor strange could do the same...until someone more powerful came along....lucky LT is very powerful....unless it involves rune for some reason....who seemed to ignore the edict about the gems
I know its thanos talking...but its very telling when he compares the IG to the HOTU....i would debate that the IG has a good chance to beat LT

I'm not disputing the protocol. I know all three faces have to agree before he acts.

Again whether his three faces agree or not doesn't mean he has the power to actually do it. Look at the HOTI incident. His faces obviously agreed there, but the LT was treated like a child.
His decision to act doesn't automatically equate to having more power.

It's a mystery why the edict was ignored.
Perhaps cause Marvel wanted to make another IG arc,
which they did, that's what the Ultraforce/Avengers arc is all about.
