Captain America vs Punisher (with a twist)

As I've said before Cap for the win but not easy -probably 6-7/10 because of his better h2h skills. One thing gets me though is that some people say Frank is nowhere near Steve in strategical abilities. That is 1 area where he is definitely equal.

Thats what I was thinking but I was thinking to myself what exactly do you mean by strategical. If you mean strategy in general there is evidence that they could be equal.

Well, the handgrenades can assure at least a draw a few fights out of 10, depending how desperate frank is. The m-16 isnt going to do him much good, so it'll likely come down to Frank with the knife vs Cap with his shield, which I'll give to Cap.
