The Spectre can tap the Logoz ANY time he wants to. He had INFINITE energies in the COIE. The heart isn't God's power. Just a power stronger than the LT. I'd imagine that The Logoz is more powerful than the LT.

I have no idea why he doesn't do it when he punishes regular humans, as said before my knowlegde of DC is very low level.

I would like you to elaborate a bit on.
The Spectres power isn't constant, he is as powerful as he needs to be to accomplish his task, sure it doesn't work always cause it would make all comics pretty boring, so the writers have to "lower" his power in some cases.
But we can say that fully backed up by the DC God, he is as powerful as the LT, who has his share of low showings as well.
DC vs Marvel might not be official but at least it showed us where each supreme being, means the companies (DC and Marvel), places it's big boys. LT = Spectre. Both had the whole support of their supreme being in this crossover and were shown as equals.
