Ok. Here are scans that will illuminate the issue at hand. It's funny because Hulk thunderclapped him like he was nothing at the beginning at the fight. He didn't even get serious with the GRider here.
It's possible the Grider could defeat him. I don't know where anyone got the idea that Hulk is the underdog in this fight either.
He easily survives Grider when the safety is off.

At no point in the entire fight was Hulk even semi-serious or in any kind of trouble.

Or more to the point, there isn't more to the fight. Blaze is less powerful than the Rider, Blaze fights Hulk. The Rider is much more powerful but has no intention of fighting and leaves almost the moment he tales control.
