They both get standard issue hospital wheelchairs.

I think Barbara wins as well ... she still trains at H2H, though these days she has to aim upwards a lot more.

Oracle 8-9\10. While Xavier used to be a soldier, he never specifically trained for action while in wheelchair- while Babs does and PWNed physically healthy men and women while handicapped (if you follow Birds of Prey, she beat Spy Smasher easily).
She was specifically trained by Richard Dragon to use a variation of kung-fu that suited her state.
I could have wrote 10\10 (Barbara is my favourite DC female character, actually, but there's no bias as she's>>>Xavier in hand to hand), but Babs' primary fighting style is escrima fencing, and thread starter stipulated no weapons. She'll have to use personalized kung-fu and other styles she knows (like 4 or 5 MAs on black belt level, she got her first black belt when she was 16 and then went through extensive training as Batgirl) but that's enough to PWN a guy who has uber telepathic powers, but in terms of hand to hand has nothing more impressive than basic self-defence skills.

And as for "wheelchairs as weapons"- Barbara's one has a couple of batarangs built in and also carries her escrima sticks in the handgrips of her wheelchair🙂))

Xavier is a man and Oracle is a woman. So by default Oracle loses.
