She's a weakling by standarts of her race and non-comparable with "peak White Martians" like Zum and Protex you're talking about. It's like comparing your average dude to Usaiah Bolt in terms of running capability.

I did find a scan that specifically says she holds back becuz she is docile and that her parents were supposed to kill her. As she was supposed to be the greatest warrior of thier race. Soon As I figure out to host these scans, i'm putting it up.

She's supposed to become an alternate future Martian Manhunter. But that's in the future and her future adult self toys with her. If you remember, she even allows Megan to destroy her body.

Also her future self lied to her about "overcoming the weak psyche to develop immunity to fire" as future Meggan wears protective forcefield.

MM's fine. I read a fair amount of Titans. She's never done anything that Tony couldn't replicate, or many others. Versatile, sure. Overpowered for this level? Hell no. And the "potential" thing from her future self was just speculation, from a source that was actively trying to deceive her. And it would only be applicable if we've actually SEEN that potential at some point with her feats. We haven't.

Her brief stalemate with Supergirl is the best thing she's ever done (in my experience with her).

And an issue later she's exhausting herself while stopping the train from being derailed. As I've said, a future version was interested in her version of future coming, and was using tech to amp her stats.

miss martian is iffy, but barring some overwhelming power, I don't think she's in the class of the Hyperclan martians.

Mandarin and Spiral......I'm going to allow them, but those 2 just barely come in at the cap level.

Cable is in with restrictions on scans. Classic only.

Hyperclan (especially Zum) were peak level Martians. Megan is a teenage girl of her race. She's no Protex.
For example, she's lame as telepath- limited to mind reading mostly, even in regard to her enemies.

Please note that Powerpax was the name Alex power had in the new warriors when he had ALL of the powers of his siblings and his own.

Clarification: Is this classic Mandarin, Temugin, or current Mandarin?

Because I'm not sure Mandarin meets the caps to begin with. At his best, he's an Iron Fist level martial artist who can break Iron Man's armor, and that's not counting his rings. Now, that was retconned away in the classic one, but Temugin and Current have that level of fighting ability.

In this story it has been revealed that he has lost his hands (most likely the hands that were sent to Temugin were, in fact, actually the Mandarin's).He has also been living with no food or water for years. I'm hard-pressed to allow someone like that in, especially considering the power of the rings.

Nimrod? Oh yes. Yet another barely in pick. I'm not sure about him, I need to dig out scans. Isn't he basically immune to mutants via adapting?

Nimrod may be quite powerful, but has weaknesses that make it vulnerable in this tier.

Then again, even if you tore Nimrod into 20 pieces it can pull itself back together, and technically wouldn't that breach the immortality rule?

What page is the rules on? I might want to use a character but I need to see what is not allowed. Not on the first page.
