I may know more about Ghost Rider than I do Zarathos, but I don't believe Zarathos is stronger than Mephisto by any means. And Mephisto always had trouble with Surfer. Even when Surfer was in his realm. But I do think the Penance Stare would make Surfer's head explode. He is responsible for countless deaths and magnitudes of suffering. Anybody know the strongest foe that has succumbed to the Penance Stare?

im pretty sure zarathos was an equal to mephisto...and mephisto had trouble taking his soul not defeating him

But Surfer certainly holds his own in every fight they've had from what I've seen, even in Hell. And even in non-Surfer comics. In an issue of Thor, Eric Masterson once entered Hell with Dr. Strange's help because he thought Thor was trapped there. Silver Surfer battles Mephisto in his lair long enough for Masterson to wander around in his human form. It was a pretty neat fight.
