The point about Pa Kent was that he did believe Clark could become a hero, as shown in the final scene. He just didn't think the world was ready for it. He told him not to save him to protect the world from the existential crisis of Clarks existence and Clark from being persecuted after being revealed.
The thing is though that Clark always ignored Pa Kent other than the time with the tornado. He saves the kids, he saves the oil drillers, he saves Lois and he gives himself up to the army. He constantly exposes himself throughout the movie to save people because... he's Superman.

I think that is just a flaw in the scriptwriting. Kent's intent is "Don't use your powers for personal gain", but it comes off as "don't use your powers period, even if it is illogical not to". I was shocked when Jon said "Maybe". I thought it would have went like:
Clark: What was I supposed to do, let them drown?
John: OK, I understand, but people can not know of your true nature. If you're going to do this, you need to have some sort of....secret identity, or something
