In regards to ASM dodging Electro's blast: Spider-Man was using his extremely high perception of time, reaction speed and agility to aim dodge. He wasn't literally faster than lightning.

Least that's how it seemed it was portrayed to me, as they made it a point to show us multiple times with slow-mo that his time-perception is ridiculously above normal people.
