Why would the rules that apply to regular posters apply to mod edits? You'll note how Bada specifically stated "Raz made it so MOD EDITS bear the name of the mod". Obviously if regular posters wish to edit their post, there will be no dispute of who did it, so (if you're fast enough), a REGULAR POSTER can edit their post without an edit tag. As Bada stated, the same simply can't apply to mods because it would allow abuses of power.
Stop trying to defend Quan (or draw attention away from him) once again. Quan's post, one of the oddest in KMC history, would generate massive talk regardless of who posted it. The fact that it was Quan just adds to the controversy.
