Raphael Thorne has gained a warrant to sweep Hero High in details.. A couple of students and teaches has expressed their disliking, but he has governmental and police support and authority. Janet and some others have tried reasoning and bargained with him, but he's following his orders with passion.. The student Rogue has tried threatening, bribing and attacking him (Although have apologized for the attack)..
That's the central event right now..
Well, it's a peaceful sweep. Roughly 15 police officers and Raphael. His orders are to sweep every corner of the school. It's not much, but as you said, it might be something to work with. All of the policemen are NPC's, so that grant certain liberty.
You should take in consideration something that has been said though, even though it might not be of any significance to your character: All policemen has been compensated for their visit (No specific numbers has been said, but Rogue offered a policeofficer 50k to walk away, but the officer said that Raphael paid more for him to stick around). Raphaels 'propaganda' has spread a long way in the policeforce and it has been made clear that the families of the policemen has been paid, as compensation for putting their lives at risk by entering a "casual hostile area". This is of course all the words of Raphael, and not actually facts of the governments view.. It's just Raphael that's doing what he can to make Hero High and Metahumans as dangerous and as much threat as possible..

- He has a warrant that allow him to search every little spot in the school.. That includes lockers.. Sure, he could be more gentle in the matter, but he's doing nothing wrong.. It is justified by the piece of paper in his hand..
- He has never drawn first blood.. The students and teachers are the ones that has always been the first to mess with him.. He has been threatening only when someone has been threatening towards him..
- He didnt bribe them.. He just paid their families because he said it was a dangerous job.. It's fully authorized payment and it's more considered insurance than anything else..
- The pictures were not tamptered.. He/(I) used pictures from events that had taken place in the school since the RP started..
May be so 😛 But nothing sufficient to make the warrant proclaimed illegit or have him kicked out of school 😉

Allow to search the school. The lockers would be consideret personal property of each student, in reality he would require a warrant for each locker and each room, since that isn't the schools property.
First encounter with the receptionist.
So you wouldn't call that a bribe? Giving a gift to a goverment employed worker for a service/making sure that service is carried out without questions? I believe that is consideret a bribe.
Just taken out of context... The School faces the same problems as any other school (internal rivalry bullying etc.) difference is that these guys have special powers, other places guys carry around guns knifes and beat each other down too.

- Receptionist? I dont recall having done anything to a receptionist..
- No, it's a high-risk assignment, and those who volunteered and their families would be compensated for the extra risk that the officer put themselves trough.. It's not unrealistic, and it was not done "under the table"..
- Yeah.. That's the difference.. Special powers.. Which is the words Raphael use to get the government and others to look from his perspective.. It happens in every school indeed.. What you need to think about is that Raphael is doing everything he can to make the school look as bad as it can.. He even stretches the truth to an extent that it touch the border of lying without actually using (He uses stronger words than necessary, but not inaccurate words)

I'm aware of that just mentioning it 😉 We had a case here not long ago where the Police investigated a house, and in the warrant it was pointed out that they where allow to search the house, in the house there was a bag from another person and they searched it didn't found anything but the person toke the matter to court and it turned out that they wasn't allowed to do that because it was a object belonging to another person they would have required another warrant to search the bag.
Hmm I may not recall correctly, but didn't he appear threatning?
It doesn't really matter whether ore not it's under the table, goverment officials are if I recall correctly not allowed to accept gifts in any shape ore form, because they are preforming there job.
In other words twisting the truth a little 😉
