As far as Palpatine being badass goes, he's ruled the galaxy twice. I remember when the anti-Palpatine faction were like "LOLZ HE IS TEH WEAKNESS HE MANIPOOLATED PPL" -- yet he came back, reborn, and conquered the galaxy a second time through force, succeeding where all others failed, in both categories.
