I don't care if I irked you. We needed info for a brand new character. You gave us none, except vague feats listings that frankly had nothing to do with how you'd clearly be using him. I repeatedly asked for info: you provided none. That's what you have to do in order to justify your draft picks. And then you told me that I should know this guy and his appearances, despite being a brand new character in a series I'm not currently reading.

Assuming he hasn't been around since before 2000 (if he's as new as fangirl says), comicvine lists only 8 appearances for him. Even presuming another few JSA comics which it may have missed (comicvine, however, is normally very thorough, so this is giving him a large benefit of the doubt), we still have the burden of 10 legit appearances, according to delph's earlier ruling...meaning, standing around on-panel doesn't count. They must include feats. I don't have all 8 issues, but on a team like the JSA, it's safe to assume that bumps him down to 5-6, at best.
So. He doesn't meet the appearance limit, and it's doubtful we have a definite power range for him. He's banned on that technicality regardless of his power level though.
