Here a more simple explanation:
Regarding running (transit) speed vs reflex (combat) speed: as it turns out, for the average, untrained joe, they're roughly the same: about 20 mph. If you have an athlete which excels in one over the other, it's because that athlete has trained to be better at one speed over the other. And as it also turns out, reflex speed can be trained to actually be somewhat faster than running speed because there's less mass to move.

MA skill is a specialty that has to be earned through training and most importantly through experience. SS has no extensive training as a MA which is why there is a very shallow quantity of h2h feats for him.....at this point there is nothing to indicate SS is as fast as catwomen in regard to combat speed/h2h skill.
