Not by any measure.

Cap is ALWAYS presented as an equal to Superman.

WW is ALWAYS presented as a close(lol) second, but always second.

Call me when Superman is ever as dominant over Cap/Teth, as he was over Diana in For Tomorrow.

Cap is presented as stronger and more durable.

Diana with all her trinkets fights an uphill battle vs Superman.

Cap is said to have the advantage, with brawn alone.
