Gaara's sand would protect him from every bomb that Deidara tries to use against him. Surrounding himself in a great ball of sand is really hard to break through. Only chidori was able to break through. The great ball of sand doesn't waste chakra, but sand armor does.
Then why does he create a sand tsunami where Kimimaro and Gaara fought? He would just create one and get him stuck under ground. He also has the shield of shukaku. Gaara had the responsibility of protecting an entire city of people and the only way Deidera won was by exploiting that. If they fought without those restraints the outcome may have different. It's not fair to judge either by that fight.
