He has still shown and proven to be more powerful than some of the most powerful characters in One Piece, such as Shichibukai like Crocodile, Boa Hancock, and Gecko Moria, but with other Logia users like Kizaru or Blackbeard, and powerful users of Haki who can injure Logia users like Shanks(I assume he can anyway) and Silvers Rayleigh, he would not be so outstanding.
He has still proven to be among OP's elite, with Luffy only defeating him due to a plot device.

Now, is Eneru un-disputably the most powerful character in the series? No, too many unknowns, and other powerful Logias that could rival him.
However, I would say he has feats that give him around top-tier status, that is why several plot-devices were needed to defeat him.
And yeah, that might work, but he would need to do so to a being who moves as fast as lightning, and can throw several powerful lightning attacks from far away.
And out of curiosity, does lightning even cast a shadow?
Luffy did not defeat Moria on his own, he had help from his crew, some of the zombies, Brooke (who was not yet part of his crew), the captured people who gave him those shadows to use, etc.
Also Sanji and Zoro have both gotten massive powerups since the Skypeia arc, and they're still considered small fry by the standards of the New World.
Sengoku is the leader and founder of the marines, it's implied that he's stronger than the admirals
Mihawk obviously uses Haki - we have hardly seen him fight but it makes sense, else he wouldn't have the status he does.
Enel's body isn't in lightning state all the time, so he does have a shadow normally

Doflamingo, Crocodile, and Hancock all seem to be relatively normal size

Wrong, he's in human form most of the time, he just transforms automatically when his body is attacked

I know I'm out of place here in this grand arguement. Althought it has been said by many I just wanted to personally say that this is an epic RAPE in Eneru's favor. I mean c'mon! What can any of the Akatsuki members do to him.
By the way, If Kisame is with Akatsuki as well then they automatically commited suicide.
