Ok fair enough, how ever the device im taking about was actually like a piece of clothing which you put on, so I don think there anyway Magneto would actually know he actually has the device on.

I also didnt see any proof that he always has his shields up.

Punisher will NEVER$ confront confront magneto openly he is smart enough to know he has no chance in a fair fight . Punisher would either try to get magneto off guard (sleeping) or use booby traps or poison. A punisher with prep is'nt going to fight fair against magneto .
