Why isn't Hydro Man insanely powerful?

If this guy can manipulate water....he could be as powerful as Ice man....soooo WTF?

are any Spider-man villains insanely powerful? HM should be but since he is in Spider-Man he can't be.

He should be able to kill most people by manipulateing the water in the body.

You can't assume someone has powers just because it's never been stated they don't have them. I'm pretty sure Hydro-Man can only alter himself, not all water.

It's not that he isn't really powerful, he's just too dumb to realize his potential (he's basically written down because if he wasn't Spidey would have died long ago).

water wizard should be the character in question, and symmetric chaos is right since morris bench can only affect his own "water-like" molecules.

the only way he can use additional water is if he actually disperses a portion of his own substance throughout the liquid he wants to manipulate.

just like electro, it comes down to intelligence and battle prowess that separate magneto and iceman from electro and hydro man.
