His regular way of handling weaker people is doing his 'keep your eye on the birdy' thing.

Or take advantage of those naive and merciful like Goku when he convinced him to let go of his tail.

Radditz is stupid, the same way every supporting character who fights a main hero or villain is stupid.. It's a PIS thing. Like how Vegeta can kill minor characters quick, but never the major ones or ones that are important to the story.. (Kakashi could have dimension dumped his way past a lot of fights, as another example..)

Radditz beats the Naruto-verse.
