not unless there is a hole in the shield. Face it dude, Storm can't get through the shield unless a GL leaves a hole in it for her. Same thing goes with her lightning which we found out during their fight with Rulk.

only if the gl was stupid enough to let her. even then, the ring's primary function is to protect its user. manipulating anything within the field itself is almost impossible.
