In terms of tactics, Slade was chief tactician for the Secret Society during IC. He personally directed the hero killer squads. not to mention being the only guy to plan an escape during the Black Canary/Green Arrow wedding.

Slade also has better gear than Frank. His staff alone is a hero smasher.
