Is this with or without a Power Pellet? Without it, Pacman is definitely toast. Eh, even with it, Mega Man could still reverse gravity with Gravity Hold and fling Pacman into space.
Giving Pac Man his Fireball attack from Pac-In-Time might help to even things out, but even then, the Pac is seriously outgunned.

It all goes to the same place, plasma, or 'fast moving air', will eventually slow down and be harmless, and once pacman ingests it, it will be in an extradimensional void with all of eternity to slow down and cool off.
Plasma is not 'fast moving air'. It is a superheated state of matter distinct from solids, liquids, and gases because of its extremely high temperature and highly charged nature. Plasma in the range of 5,000 to 15,000 degrees C is not uncommon for Mega Man's weapons. By contrast, the hottest fire burns at about 2,000 degrees C.
If the Pacster gets hit by a plasma blast, he will hurt. A lot.
Depends on how much hits you. But yea, you'd be pretty much dead if hit in the stomach, chest, or head, as it would burn a hole through your body.
When it comes right down to it, I'd have to side with Mega Man, simply because Mega Man cound stand back firing all kinds of weapons at Pac Man, And Pac will eventually miss eating something and get killed. Also Pac probably wouldn't be able to close the distance needed either. Not to mention if Mega Man has the Rush armor, then Pac would never reach Mega Man.
Fire is plasma, it's fast moving air. And fire can burn hotter than 2000 degrees, infact, I've been burnt by it. Google magnesium, I had my ear cooked by a flaming ball of the shit in a second. It didn't disintegrate anything, the problem with plasma theory is that it depends on heat conduction, human flesh does conduct heat at a decent rate, but the effect is not disintegration.

Actually there is a difference between fire and plasma.
Plasma: a highly ionized gas containing an approximately equal number of positive ions and electrons.
However, because of the way it is charged it responds strongly to magnetic fields, which gives it properties that are unlike solids, Liquids, and gasses, so it is deemed as a seperate state of matter.
Fire, however is more or less the product of heat, oxygen, and some form of fuel.) It is more-or-less just intense thermal energy.
