Well I've been doing all the work in Illustrator then I import it into flash and then I use flash to fix it all together adding buttons etc into it.

One friend of mine has used Hammer level editor to create his own game for a social issue, using the corridors and halls of the game Portal, he even added the little radio that when you scroll over plays the portal radio theme.

I'm not very good with flash so I can't really do the things he does right now, but I hope I can one day.
