Because state execution has no place in a civilised society, vengeance is a crutch of the weak and only compassion and understanding will draw us closer to universal harmony
it doesnt always work.
some people dont want to change.
some only know how to be one way.
you can blame an upbringing that brought on a specific set of skills and knowledge. but they are given a chance to change while in prison. they are granted an education and time to focus on bettering themselves.
some do change. some do turn it around and become great members of society.

It's the same in a lot of state schooling in the west, we don't prepare people for the real world, neither kids nor adults who need to learn how to exist in society. From what I can tell there isn't all that much effort put into rehabilitation attempts at the moment, although there's more than there was in the past.

But you're right, some people can't change, and I pity them more than anything because their failing reflects our faults as a species. But I can't condone execution because it just seems too barbaric to me. There are cases where I agree with it in a practical sense, but I can't bring myself to support state execution from a purely 'practical' point of view – e.g., "it costs less money," "eye for an eye is justice," "they can't be reformed", all of those things seem to be excuses to see human life as disposable.

I don't feel any real deep pity for him due to his actions, but like I keep saying, his failing is an inherent human failing, we all live with the minds we get given and some people get a shit deal that ends up harming humanity at large.
The problem with Venables is that he's dangerous. No matter how much he wants to change, he can't. He needs to be taken off the streets forever.
