Within 48hrs Trump went from claiming the NY ventilator shortage was due to some hospitals "hoarding" them, to "they're being stolen".

Which is it? A few hospitals hoarding hundreds; if not thousands or the Nurse Mafia? Is the answer both?

I'm just asking why the Trump ventilator narrative changed from mass hoarding to mass thefts? Well, why did it?

I personally believe that a small percentage of the ventilators could have been stolen, as shitty people look for any way to make money (eg Trump U), especially in times of high demand. But hundreds to thousands? Where are they going if they're stolen and being sold?
