I think it's a fine option. I've always been happy to forego racial ability score modifiers if a player so wants. An individual character is often meant to be unique, and not in line with their species characteristics. But for example one player I know just wanted to change the +1 and +2 around in the racial modifiers the race already had. Also a totally fine choice.
I generally play vanlla RAW myself but that's just me.
With the proper writing it could be really good.

If every gnome beat every orc it'd be weird. But the rolls already show that crazy things can be done. So why not have a smallfolk be able to beat an orc in arm-wrestling?
A level 5 gnome fighter would already paste an NPC enemy orc anyway, like seven times over.
