It's moreso outside the confines of the universe (that's why you need a boom tube, or the like, to reach it.) At any rate, would a neutral universe still have the Source Wall in it?

And now that I think about it, if he ran to the universes destruction it would mean that the finish line was no longer in existence and he wouldn't be able to cross it. He wouldn't even come in Second, he'd get an "Incomplete" 😛 .
