Bush knew nothing, he did as he was told. This is a man that had trouble putting a coherent sentence together!
Dictators are charming, well spoken, (mostly)well educated men with impeccable ability to convince people that their ideas are superior and correct, through systematic silencing of any opposition.
Dictator is not controled nor directed by anyone, he directs everyone and controls everything.
Bush, on all points above - failed. Being a horrid statesman doesn't make him a dictator. Just incompetent for the job.

Who mocked Hitler, Stalin, Pol Pot? Stalin murdered any opposition or anyone he thought might be opposition.

How does he factor in News organization that criticize the government? I mean, there's always both sides, at least in the US and to a lesser extent Germany (the only places I really know a bit about).
