Before Spectre arrived, Shazam attacked Mordru resulting in Mordru being freed from the Rock of Eternity. He left right before Spectre arrived, and was eventually defeated by Thunderbolt after a fight with Nabu.

As for the ridiculously amped CA that Spectre fought...he would spitestomp this version of Thor as well.
Without PIS to slow spectre down (he was less confused and more pissed as the storyline continued) Thor is toast.
Spectre absorbs him ftw. Thor better do what Nabu did and hope that God stops him. That's the only way he'd live.

They also specifically mentioned pantheons of gods, and even Phantom Stranger, still pumping energy into Marvel as well. As well as all sorts of latent magical energy.
However, Spectre was going toe to toe with Marvel in his own game, on purpose. That much was clear, as during the same Crisis, he simply changed both Billy AND Teth by summoning the lightning on different occasions. Something he could have probably done at any time.

Rune King Thor is indeed well above and beyond Odin. It's made as clear as day in "Ragnarok". Of course Odin has much better feats as he had how many more showings?
That doesn't change the fact that Rune King Thor was well beyond Odin, in terms of power and was Omniscient etc. Odin wanted Thor to eventually be so much greater than he was, so that he could accomplish what he could not etc.
He also did what Odin could not, defeat those "Who Sit Above In Shadow".
Lack of showings doesn't always equate lack of power. That is the case in a situation like this.
Rune King Thor is above Odin.
