I do not know comic books well since i do not read them. Nor did i pay enough attention on that last fantastic four movie
But listening to Wei Phoniex, Jalek, and -Pr-. I've learned that silver surfer is over powered and even stronger then Superman himself.
So someone who is able to defeat Silver Surfer alone would be a bit overpowered. And then combining him with mr. X-men himself is just adding the fuel to the fire of the word called "Overpowered"

I have decided to reduce their power levels though. 50 clones. The clones are controlled by Jeffrey's mind. He can't however take on more than 2 people of equal power to himself at a time. (Silver Surfer is stronger) (Wolverine is weaker) He could beat Silver Surfer simply by ripping the surfboard out from underneath Silver Surfer and snapping it in half.

Ok, his board can take planet busting attacks 😐 Even if you did destroy his board he could make another one. His powers aren't tied into his board and he actually made the board after getting his powers. You're telling me Jeffrey can beat someone that can move and fight above light speed, manipulate matter and energy, create black holes and survive black holes and transmute between matter and energy?

You should cut out the fire manipulation too, or the Ironman suit, you basically have two clone characters. This is the best I can do at first glance.
if you really want tha armor that bad. I suggest to just having the iron man armor. I'm not sure if its super strong or not, but if someones able to play as Iron Man in marvel Universe then im sure you'd be able to use a duplicate or some kind
But just the armor
I really dont suggest using Time Travel at all, dont even think of it really.
And the clone thing you should also stay away from unless your character is weak, which im sure he's not with all that armor power.
But if you really want cloning, then take off the armor and use a weak character with lots of cloning powers.
