one thing i'd suggest though, is to rotate membership of teams, so everyone gets to rep their favourite characters at least once.

Alright, first things first… we have to establish a home base for our operations. Silver Surfer would then need to create a hologram in order to disguise our headquarters. Using Magneto’s powers, I’d manipulate Earth’s magnetic field in order to inhibit any long-range telepathy. This way, just to be safe, nobody would be able to track our position so that we could remain in secrecy.

Next, I’d have Magneto send out a planet wide EMP to disable all technologies on the face of the planet (and even the satellites in space).

After that is accomplished, I’d have Silver Surfer recreate any and all of Dr. Doom’s technology. Silver Surfer has shown that he is more than capable of doing such.

Along with Doom’s tech, I’d make Silver Surfer create a machine that would be able to enhance and project the Karmic energy from the Soul Gem at our base in order to deal with any Green Lanterns that might try and look for us. Having Doom’s tech + an infinitely enhanced Magneto + a machine that enhances the effects of the soul gem’s karmic energy = a HUGE starting advantage over DC Earth, especially considering it has retrograded back to the Dark Ages.
I suppose Blair’s plan with Iceman could be implemented (spreading his consciousness throughout the water supply thus infecting a portion of the hero population) because I can’t think of a better way to make Bobby useful. (See Blair’s previous post for more details)
Now, one of Dr. Doom’s inventions that I find particularly useful for this scenario is the psycho prism.

Using this, we’d be able to control the majority of the lower end heroes/villains on the planet. We could also use Doom’s “emotion machine” to gather villains around the world to attack specific targets for us.
Once this is completed, I’d have Silver Surfer manipulate the atmosphere in order to turn the incoming sun’s rays into red solar radiation. This would probably be the best way to deal with the Kryptonian population on Earth.
In order to deal with any remaining magical foes on DC Earth, I’d have Doom work tirelessly reciting incantations to prepare him for any threats. Doom can use black magic to summon the “greatest power in the universe.”

In case he needs any help, Thor would make himself available to combat any magical foes. Luckily for us, Phantom Stranger would not be allowed to involve himself in this matter.
At this point, I’d have Silver Surfer, Doom, and Magneto fire some of their energies into Mjolnir so that Thor would be able to absorb and amplify it by 100 times. He’d use this massive amount of energy to fire it at the JLA Satellite, obliterating it completely.
Thor would then create devastating natural disasters all across the planet.
With the planet damn near beaten into submission, Thor, Magneto, Doom, Surfer, Iceman, Adam Warlock, Juggernaut, and Iceman would then finish off the remaining threats on the planet.
After that, we’d officially conquer the world.
There might have been easier solutions; however, I tried to avoid anything cheap like “time control.”
