Ok then first I want to apologize for the fact I won't have any scans incorporated into my post. All the ones I have are on another computer which I can not get access to anytime soon.
STEP 1
The first step I want to do is point out exactly the principle behind Cain's powers. People tend to think of the Juggernaut as purely physical creature, and while that is the tried and true manifestation of Cain's power the Juggernaut power is limited to anything but physical abilities.
For evidence I would like to point to three different people and what they did with the Juggernaut power.
First a little kid with no magical knowledge was able to bring inanimate objects to life.
Secondly Cain himself has been able to shoot magical blobs of energy. Rechannel energy attacks against him. In one encounter he was shrink Nightmare. Nightmare who at the time had bound Eternity, was mentally dominating Classic Strange, and rewriting all of reality. Yeah Cain shrunk with using his own magical based powers.
Thirdly D'Spayre stole not all but most of Cain's power to use to rip open a portal in the fabric of reality to unleash a demon army upon the world.
The whole point of this is to emphasis that Cain's abilities aren't physical they are magical, and have shown the ability on a couple of occasions to bend space, and reality upon the users whim.
Step 2
Next I want to state Cain isn't human anymore. Yes he can breath when he wants to, he sleep if decides he wants to, he can even bleed a bit if something should be able to.
But all those are facades at best. Cain isn't human anymore not the way you and I see it. As proven by D'Spayre when Cain was flayed of his flesh and all that remained was Crimson bones.
Cain has become a purely magical based entity, and the more magic he is getting the less human becomes ala Trion Juggs.
Essentially where all this is leading to is that whoever has the Juggernaut power is essentially a walking battery that can hold vast nearly unlimited magical energy inside of them.
Now the plan part is simple. Whether I give the power up to someone or we simply link Doom's knowledge with me. Either way works and it doesn't matter which way it goes.
But the major point is this Doom's ability to steal powers is undeniable. Heck we even have Thor's hammer to act as the catalyst or this little plan. We can us Doom's machines focusing on Thor's hammer to do what you say???
How about drain all the magical energy from DC Earth, and what better place to house it then in vessel already designed to hold and maintain vast amounts of magical energy ala the Juggernaut. This shouldn't be too hard because whoever has Doom's knowledge and the Juggernaut power already has a vast amount of magical energy to work with and the knowledge to pull just about anything they put their mind to. Considering what novice mystical users could pull off.
This mixed with all of reality based abilities surrounding the juggernaut power already we should be able to remake DC Earth in any image we want. Plus we eliminate probably the biggest threats in one swoop.
