Sure it does. Like Yoda said "The Force...it's between the tree, the rock, everywhere...between land and the ship", can't remember the exact monologue. This doesn't necessarily mean that the Force can only affect things physically, it also means that it can affect things psionically, metaphysically, etc. So therefore, a Force user that is on a certain plane of power can affect minds across a vast distance, which Palpatine did. In fact, I would say he has a helluva lot more psionic control than Charles Xavier.

To answer your question: Yes, movie feats count and Nightcrawler could "pwn" God as seen in the Passion of the Christ and The Last Temptation of Christ. Hell he could even beat five shades of shit out of Moses, and he actually showed magical powers in the film The Ten Commandments.

I'm not using EU feats here. If I did, I would have evidence of Palpatine destroying a dozen star destroyers with a single bolt of Force lightening, or overcoming an entire planet through sheer will power. And Luke would be Galactus level.

To answer your question about Order 66, some Jedi like Yoda and Obi Wan were powerful enough to overcome the telepathic assult on their fighting abilities. Second, the sheer number of storm troopers murdering Jedi clouds the Jedis precog even further, and adds to peoples fear of the upcoming Empire, which also adds to Palpatines power.
Yoda saying 'there is a cloud over the Force, I can't see clearly' doesn't translate to Palpatine causing Jedi to get hit, where they normally wouldn't have.
