Well, like I said before I haven't had to, but searching the Internet I found this, though you probably know that stuff already, having researched yourself before applying.

Did you do all the things specified on the page and still got refused? Especially, did you get a Visa letter from your University and sent it with your application, that seems essential.

Now, perhaps you have done all that as specified and still gotten rejected. What I would do is try calling someone in person, first someone from your University, they should have an overseas department and you can tell them your problem perhaps they can help you or advise you what to do next

or alternatively (or maybe successively) you could call the English embassy in your country, maybe they can help you further or tell you whether you can apply again, which you should maybe do anyways. If they said it is just that you don't have a bank account, maybe let your parents open one for you?
The problem seems to be that you have to fulfill this section in the policy statement.
Money needed
28. The money you need to show covers
your course fees for your first year of study
and living costs for up to a maximum of nine
months. The amount you will need depends on
whether you are applying as a child or adult.
29. Your money must be held in cash.
Shares, bonds, pension funds and similar
savings accounts will not be accepted.
30. You must show that you have held the
money for at least 28 days. The end of that 28
day period must not be more than one month
before the date of your application.
Proof of availability of money
37. You can prove you have the money if
you have:
• cash in an account in your name (this
includes joint accounts with your name); or
• a loan in your name; or
• official financial or government sponsorship.
38. Child students can use an account in
their parent or legal guardian’s name.
I don't think you are a child student though, as that is 16 or 17 years of age.
Either way, uni doesn't start until...October maybe? So you still have some time, what you should do is read through the site I gave you and the policy statemtent (make notes of what is absolutely essential in your application), contact your university and discuss your problem they might offer help, do the same with the English embassy, get an account started in your name if that seems to be necessary (which it very well migh), wait a month, apply again.
