I'm sure Cole can handle Pikachu's iron tail attack because if Cole didn't notice a girder falling on his head, I don't think iron tail will get his attention either (I think).

Pikachu is your "dozen Pikachu's" all put together in canon. Each aspect of the Pokémon universe is used to feed the canon of another, so anything Pikachu does in any version is canon. (SSB does not count)
Because Pikachu can absorb lightning with its tail and its level is equal to a lightning bolt, it outpower Cole quite easily. Ash's Pikachu has proven capable of not only destroying tanks, but large buildings and even shatter solid rocks.

Revolving your ignorant "cough smoke" point, it's a God damn children show. It's like that whole "Pokémon can't kill" point that was brought up a long time ago. People are ignorantly ignoring the fact that the anime as well as manga is made for children first and foremost, and through that not thinking about the fact that a lot of the things done in both anime as well as manga would be fatal for a human.
So there are two explanations: Humans in the Pokémon universe has insane endurance, or the animators doesn't want people to die in the anime (The exception being Mewtwo who in fact killed)
The Cole girder feat is very impressive for physical durability and a point I use very often when debating him, HOWEVER, an electric attack is more than just physical damage. It's damageing your insides more than it does your outside.
