kimiyo's powers HAVE worked in absolute darkness before. why? because she can STORE LIGHT. she's afraid of the dark, which is why it affects her so badly.

You fail in my eyes because of two things you said.
1. Storm beats both Lights.
A. Storm doesn't have the firepower to or the defenses to protect her from his attacks. He DOES have the firepower and defenses to protect himself from her attacks.
B. The only thing she has over either of the Lights is versatility. That's something that doesn't really matter when you're outclassed. Starfire has a more versatile powerset than Wonder Woman (without equipment) but would be murdered because Diana outclasses her by a mile.
2. Storm could take on the titans.
A. Storm has a glass jaw.
B. Teen Titans have some serious fast bricks.
C. All of the above.
Storm has relatively fast reaction times and CAN summon forces out of nowhere. But nothing she can do would happen before either Light has their shield up. Storm's initial attack is usually lightening, and both lights would wrestle control from Ororo with ease. They can both one shot her.
Likewise, Storm's speed wouldn't save her from being blitzed by Starfire, Superboy, Wondergirl, Wally, etc. etc.

Storm's powerset is, by nature (no pun intended), a magnet of speculation.
She can control the air pressure in a gun, so it would make sense that she can control the air inside of a human. However, that IS speculation because there isn't really any solid evidence of it ever happening in a comic. It's all subjective to perception.

Only Arthur Light has absolute control of the electromagnetic spectrum. Kimiyo can only absorb and redirect light. Lightning is electricity.

Arthur is Magneto lite. Storm is one of a few on Marvel Earth that takes him on 1 on 1, Magneto even said whenever him and Storm fight she doesn't try to kill him.
