You seem to believe that an adjective derived from a verb functions as a noun. It does not. An adjective derived from a verb still functions as an adjective.
For the statement in question to compare disgust for one state of being to disgust for another state of being, disgust must be used as a noun instead of adjective.
That disgusting is derived from a verb changes nothing.

He followed a description of the state of being of an entire class of people as "disgusting," with a pejorative term for that class of people. If it is intended as a joke, I am not laughing.
