He was passing through his South Supreme Kai form while Vegeta was saying that. That was the form where Vegeta made note of his increasing energy.

the south supreme kai is the strongest then kid buu then super buu gohan absorbed.
also gotenks couldnt beat goku. he may be a bit stronger but goku makes up for that with his advanced training.
with that said he could beat ultimate gohan if he uses his kao-ken with his super saiyan 3 form, but he would have to be at atleast 85%

what dont you get how could the supreme kai buu be stronger than Buu fused with gotenks piccolo and gohan. Gohan buu is the strongest. You know there are videos proving this.

Still, there was also a part (at 9:02) that implied Kid Buu had become weaker when he absorbed South Supreme Kai.

Which it wasn't. Every line implying Kid Buu as being the strongest were either dub errors or mistranslations. The ulterior sources only ever spoke of Kid Buu being the most dangerous due to how reckless and insane he was.

Notice the Buu that changed was super buu with no one absorbed. So when they said he was stronger than before he was stronger than the form he changed from which was super buu no one absorbed. Also think about it if Kid buu was the strongest they would have needed to use fusion against him like they did gohanbuu.

The ki's did bring up Vegita and goku fusing saying that they need to because buu is stronger than ever and vegeta ended up crushing the rings.
Then the ki's say "how do you plan on beating him, he's stronger than ever", which basically means he was stronger than any other buu.
