The closest to such a statement is that Batman knows 127 Martial Arts. That is no where near close to every martial on earth. Try again.
Wolverine has a Karnak-esq "find the weakness in the structure" one shot feats under his belt. Hence, better application of skill.
Wolverine's easy wins over Shang-Chi and DD, are feats that have not been replicated by Batman.

How does that not make him better than Batman's teachers? He is a crazy mystically martial artists with insane abilities and immoratlity that he acquired through training, where as Batman's trainers are all good, but still with in the realm of "human." I now Batman gives you a boner, but seriously, you don't think Ogun was superior to the people who trained Batman? Seriously? That's like saying you don't think Thor is stronger than Spider-man. You want to know a secret? Stick is better than everyone who trained Batman, too. Shhhhhh *gasp*
