To us humans if two being can lift more than 100tons, one being 10,000 tons and the other sextillions of tons, then we would think they both are in each others strength class unless they wrestled or locked grips with each other. Since most fights don't have the strong opponents locking grips and having characters with different durabilities and power sets (including skill and speed) then we see all of them as Super strong (unless stated otherwise).

I agree Surtur wins. Nefaria was too inconsistent and showed enough weakness to make me believe he would lose.
